School Employees Report Sex Offender Who Illegally Entered JR Smith Elementary

On Tuesday, January 30th a registered sex offender, Bruce Chatwin, entered J.R. Smith Elementary School as school was letting out. Chatwin is restricted from entering public or private primary or secondary schools - unless he is with his own biological child or if he is a legal guardian of a child at the school.

In this case, Chatwin was neither. According to school administrators, he was there with his girlfriend and his girlfriend's daughter to see the child's teacher.

Chatwin was spotted by an alert member of the J.R. Smith staff and was immediately reported to the Heber City Police Department. According to Wasatch County School District’s press release, “The administration, faculty and staff took this incident very seriously. Because of the quick actions of the school, we believe no students were ever in harm’s way.”

“Officers from the Heber City Police Department, along with Adult Probation and Parole (AP&P), responded and determined that Bruce Chatwin had been in the school with another adult female. Chatwin has no biological children at the school,” according to Heber City Police Department’s press release. “Chatwin was known to school employees, and had been previously notified by law enforcement during registration process as well as by school staff that this was a crime. Although Chatwin had already left when law enforcement arrived, Heber City Police and AP&P were able to locate and take Chatwin into Custody.”

Chatwin has been charged in 4th District Court with being a sex offender in a protected area, which is a class A misdemeanor.

Court records show Chatwin was added to the sex offender registry when he was convicted of sex abuse of a child in 2004.

Chatwin, also, has been convicted four times of not properly registering on the sex offender registry according to court documents.
